Abstract: The high intensity of modern armed conflicts, the active use of high-precision weapons, unmanned aerial vehicles, the use of artificial intelligence systems to solve military tasks require the budget allocations for the creation of promising models of weapons and military equipment capable of leveling the offensive potential of a likely enemy. The specifics of R&D on the creation of weapons and military equipment, dictated by the requirements of regulatory legal acts and documents on the standardization of defense products, imposes a number of increased requirements on the potential performer of the work. The head of an economic entity, considering the participation of an organization in a competitive procedure to determine the contractor of R&D for military purposes, makes a decision by analyzing the resources at his disposal and the restrictions imposed by the peculiarities of the implementation of the state defense order. The authors of the article propose criteria and methods of their calculation for the effective implementation of R&D for the creation of a hardware and software complex for defense purposes, formulate limitations and ways to determine them. For calculation of criteria, a modification of the PERT model is given and algorithms for analyzing the relevance of texts based on cosine similarity are applied. This information can be used to create a model of a problem-oriented decision support system in preparation for the implementation of R&D on the state defense order.

Barinov M. A., candidate of Economic sciences, associate professor at the Strategic planning and housing and communal services management Department
Vladimir State University named after Alexander and Nikolay Stoletovs, Vladimir

Abstract:
The article presents theoretical approaches to the interpretation of the concepts of “digitalization” and “digital economy”. The versatility of the terms and the extensive controversy in the scientific community concerning the effectiveness and methods of evaluation of the categories under consideration indicate the importance and relevance of the study of these terms. Trends in the development of regional systems at the present stage provide for an inextricable correlation of socio-economic and digital environments, which determines the relevance of the study. The aim of the work is to diagnose economic development based on the gross regional product with the definition of the indicator of the stability of the digital space. For this purpose, the methods of system and correlation-regression analysis were used. The result is a criterion analysis of the regions of the Central Federal District, which allows identifying the stability of the digital environment of the territories and factors affecting the gross regional product. The conclusion is made about the influence of CRM, ERP, SCM systems on the development of administrative-territorial entities.
