Abstract: The approach to the solution of recourse allocation problem in the process of activity planning for research and development organization having sufficient scientific and design capacity is considered. This approach enables to solve complex resource allocation problem in the context of designing division of work and network team building and project implementation technology, using software intended for solution of traditional linear programming tasks. Database modeling technique with account of specific characteristics of this approach is described.

Kashirin V.V., Burhanova A.A. — Innovative technologies in modern Russian aircraft engineering

Abstract: This article contains a development review of aircraft building in Russia along with future development prospects of the modern domestic aircraft industry. The complexity of competition for te world leadership in aircraft building and the need for innovative technology in all areas of aircrafts and aircraft engines manufacturing are illustrated using the example of world aircraft industry development by leading aircraft firms (Boeing, Airbus, Embraer and Bombardier). Examples of innovative technology implementation (e. g. the composite wing, new constructional materials) into recent samples of aeronautical engineering are given. The analysis of the examples visually demonstrates a serious lag of the Russian Federation as compared with the developed countries both scientifically and technologically, which cannot be caught up by fragmentary innovative decisions and separate scientific and technical programs, which are typically not harmonized to each other. Their actual effect on the economy is usually restricted by prototypes. Therefore, a full-scale solution of all problems at the state level, and also well-defined science-manufacture consolidation for industry implementation of all innovative solutions is required. This may ensure recovery of our innovative industry in the world market.

Abstract: The article deals with the modern theoretical-methodological approaches to evaluate the economic sustainability of industrial enterprises. The development of a long-term strategy to achieve set social-economic figures should include the analysis of their dynamics and provide for the minimization of expenses to achieve the objective. The entitative and inherent in principle uncertainty of the enterprise environment stipulates the disturbing influence in the process of achieving the object view and provides different figures of the efficacy of its achievement. The evaluation of economic stability of the goal-directed economic environment is suggested to be made in terms of probabilistic-statistic methods.

Igonin V.V. — The machinery and mechanisms physical deterioration and obsolescence aggregate

Abstract: Estimated machinery cumulative deterioration is recommended to count by means of additive model according to which influencing factors are independent from each other and undertake in a dale (percent) from uniform base — the machinery overall cost. The Multiplikative model has an essential lack: there is a coherence of factors among themselves, and their contribution, depend not only on factor size, but also a place in the formula. It is shown, how by means of additive model it is possible to check up curves of deterioration (obsolescence) on monotony depending on chronological age.

Abstract: The article analyses the advantages and disadvantages of the existent methods of the estimation of the capacity for innovation of the object. The author suggests the method of the estimation of the organization capacity for innovation based on the principle of diminishing utility, as well as the calculation of the aggregated index of the capacity for innovation of the organization that is the basis for ranking organizations by the level of the capacity for innovations and selecting three groups of organizations: with high, middle and low capacity for innovations. This method is recommended to use while choosing the organization for state support. As an example, the author shows the calculations of an internal factor of the capacity for innovation — the factor of the estimation of the research and development resources of the organization — and an external factor of the capacity for innovations — the factor of the estimation of state support.

Abstract: Throughout all time of market economy development the enterprises had two primary goals: the first — to optimize business processes for effective aims achievement; the second — to create such product which would be in demand at target audience and completely would satisfy its requirements. Business process is a model, not the sequence of actions. Business modeling and a benchmarking can be used affectively together. Enterprise business processes models formation activity, including supervision and description of the effective mechanisms underlying outstanding achievements of any sort, is named as business processes modeling. Business processes modeling matrix allows to create effective model, spending the minimum quantity of resources, using the enterprise internal information and the external accessible information of the organization-donor.

Cheglakov A.A. — The proved stocks oil of Near-Caspian region

Abstract: The article contains definition of oil reserves, precis of existing oil reserves classifications, as well as description of implemented measuring indicators of oil reserves. The author shows data of proved oil reserves of the Caspian region from different sources and analytical agencies in comparison with data of proved reserves of other key world oil provinces. The article also contains information about distribution of Caspian oil reserves among the countries involved in the region. In the end the author concludes that proved oil reserves of the Caspian region are comparable with that of other outstanding oil provinces, the region seems to have much potential in oil development that is proved with oil possible reserves data, given by different outstanding agencies.

Abstract: One of the main objectives of the enterprise in terms of automating decision-making and management of material flows is the production planning at various levels — from financial flows and business processes across the enterprise to manufacturing operations in some plants. It is also said that the choice of system planning at any level — ERP, APS, MES, is necessary above all to draw attention to the importance for the specific production of one or other classification criteria and the appropriate functions in the chosen system. On the basis of classification attributes can be considered to solve the optimization problem on the vector criteria to select the optimum for the enterprise planning system.

Tochilin O.V. — Features of crisis management in engineering enterprises

Abstract: The term “crisis management (AC)” in the Russian context the present difficult times already well established and is very important. The need for the AU is determined by the development objectives of socio-economic systems (SES) and the existence of risks and development of the crisis. In some areas and spheres of human activity, including in the scientific and practical, you can use a PC using its FPGA for analysis, comparison, evaluation and results. This principle of operation can be widely used in the regulation (control) as a market economy at the macro level of national economies, and micro-level analysis, diagnosis and management decisions.

Abstract: This article describes the basic principles of calculating the parameters of the stock of spare parts to sustain readiness Park finished products at the lowest possible cost. The model developed allows the automatic mode (using a computer) to calculate the necessary reasonable number and range of spare parts to ensure the smooth operation of the product during its entire life. Abstract: One of the main obstacles to widespread use of polymer composites reinforced with continuous fibers (PKVM), in economic terms, besides the high price of the initial components (binder and filler) is, first and foremost, it is not adapted to the processes of manufacturing products from these materials industrial equipment. Hence, the main task of high-volume production, providing for the manufacture of large quantities of polymer parts for constructional purposes at relatively low cost can be solved with the help of sheet reinforced thermoplastics (Louth), manufactured by GPI and dyslipidemia.
